Customs clearance process: 5 steps
Customs clearance for a car from the USA is a structured 5-step process. Once the car crosses the border, the owner has 10 calendar days to file the customs declaration

Car arrives at the border
The vehicle arrives at the customs post. The 10-day customs declaration deadline begins from this moment, per the Ukrainian Customs Code.

Filing the customs declaration
The declarant or customs broker files the declaration along with a full document package: invoice, bill of lading, owner's passport and tax ID.

Calculation and payment of duties
Customs calculates the total: 10% import duty + excise tax + 20% VAT. Payment is made by bank transfer before the clearance permit is issued.

Receiving the customs release
After verifying documents and confirming payment, customs issues a release permit for the vehicle to enter free circulation in Ukraine.

Vehicle registration in Ukraine
The car is registered at an MIA service centre. The pension fund contribution (3–5% of vehicle value) is paid at this stage. The full cycle from border arrival to licence plates typically takes 2–3 weeks.

Law Changes
What changed in 2026
As of January 1, 2026, important amendments to Ukraine's customs law took effect. They affect everyone planning to import a car this year
Preferential duty rates abolished
Simplified clearance and reduced rates for private individuals no longer apply. Standard rates are now in force: 10% import duty, 20% VAT calculated on customs value plus duty and excise.
Euro-6 standard requirement
From 2026, vehicles must meet the Euro-6 emissions standard to be registered in Ukraine. This is an admissibility requirement for road use and does not affect the excise tax calculation itself. Check technical specifications before placing a bid at auction.
Harmonisation with EU norms
Customs legislation has been aligned with EU standards as part of Ukraine's European integration and the requirements of the EU Association Agreement.
